There are 61 instances of talaa in the verb form meaning to recite found in 60 verses across 32 suras in the Quran, are described below:

[2:44] Do you enjoin the people with the righteousness, and you forget for yourselves, while you recite the scripture (wa-antum tatluuna al-kitaabi)? Do you then not think?

[2:102] And they (the Jews) have followed what the devils recite at the time of Solomon’s kingship (wa-ittabi`uu maa tatluu al-sha’yaateenu `alaa mul’ki sulay’maana). And Solomon have not disbelieved, but the devils have disbelieved, they teach the people of the magic, and what has been sent down through the two angels in Babylon, Harut and Marut. And they do not teach anyone until they say: “We are only in a test, so you do not disbelieve” Then they learn from them what they use with it to separate between the man and his mate; but they cannot not be harming to anyone except by God’s permission. And they learn what does not harm them nor does benefit them. And certainly, they have known that whoever has purchased it, for him there is no share in the Hereafter. And certainly, it has been evil what they have sold themselves with it if they have been to know.

[2:113] And the Jews said: “The Christians have not been on anything,” and the Christians said: “The Jews have not been on anything,” while they recite the scripture (wa-hum yatluuna al-kitaaba). Like that those who do not know, is similar of their saying. So, God will judge between them on a day of the Resurrection in what they have done to differ in it.

[2:121] Those we have given them the scripture recite it its true recitation (yatluunahu haqqa tilaawatihi), those believe in it. And whoever disbelieves in it, then those – they are the losers.

[2:129] Our Lord, and raise up among them a messenger from them, he may recite to them Your revelations (yatluu `alayhim aayaatika) and may teach them the scripture and the wisdom, and may purify them. Indeed, You are the Almighty, the Wise.

[2:151] As we have sent a messenger to you from among you, he may recite our revelations to you yatluu `alaykum aayaatinaa, and may purify you, and may teach you the scripture and the wisdom, and may teach you what you do not know.

[2:252] That is of God’s signs, we recite it to you with the truth (tilka aayaatu allahi natluuhaa `alayka bil-haqqi), and indeed, you are certainly of those who have been sent.

[3:58] That we recite it to you of the revelations and the reminder, the wise (dhaalika natluuhu `alayka mina al-aayaati wal-dhik’ri al-hakeem).

[3:93] All the food has been lawful for the Children of Israel except what Israel has made unlawful upon himself before that the Torah was revealed. Say: “So come with the Torah, then recite it if you have been truthful (fa-atuu bil-tawraati fa-it’luuhaa in kuntum saadiqeen).”

[3:101] And how can you disbelieve, and you, is recited to you God’s revelations (wa-antum tut’laa `alaykum aayaatu allahi) and among you is His messenger? And whoever holds fast to God, then certainly, he has been guided to a straight path.

[3:108] That is of God’s signs, we recite it to you with the truth (tilka aayaatu allahi natluuhaa `alayka bil-haqqi). And God does not wish wickedness for the worlds.

[3:113] They have not been the same among a people of the scripture; there is a community of the established ones, they recite God’s revelations during hours of the night (yatluuna aayaati allahi aanaa-a al-layli) while they prostrate.

[3:164] Certainly, God has bestowed favor upon the believers as He has raised a messenger in them from themselves, to recite His revelations to them and to purify them and to teach them the scripture and the wisdom (yatluu `alayhim `aayaatihi wa-yuzakkeehim wa-yu`allimuhumu al-kitaabi wal-hikmata), even though they have been before certainly, in far astray.

[4:127] And they seek to you (prophet) about the women, say: “God gives you about them and what is recited to you in the scripture (allahu yuteekum feehinna wa-maa tut’laa `alaykum feel al-kitaabi)about the orphan girls whom you do not give them what has been decreed for them even you desire that you marry them, and those who are weak of the children and that you stand for the orphans with the justice.” Whatever good you do, then indeed, God has been Knower of it.

[5:1] O you who have believed, you fulfill of the contracts. Has made lawful for you all four-footed of the livestock except what is recited to you (uhillat lakum biheematu al-an`aami illaa maa yut’laa `alaykum), not are permitting the hunting animal while you are in Ihram. Indeed, God decrees what He intends.

[5:27] And you shall recite to them the news of Adam’s two sons with the truth (wa-ut’lu `alayhim naba-a ib’nay aadama bil-haqqi). When They both had offered  a sacrifice, while it has been accepted from one of them, and has not been accepted from the other. He said: “Surely, I will kill you!”; he said: “God only accepts from the righteous.”

[6:151] Say: “Come, I will recite to you what your Lord has forbidden for you (ta`aalaw atlu maa harrama rabbuka `alaykum) that you do not associate anything with Him, and be good with the parents. And you do not kill your children for fear of poverty, we provide for you and for them. And you do not come near immodesties, what has noticed of it or has concealed. And you do not kill the soul which God has forbidden except because of the justice. That He has enjoined you that you may think of.”

[7:175] And you shall recite to them news of the one whom we have given him our revelations (wa-ut’lu `alayhim naba-a alladhee `aataynaahu `aayaatinaa) but he had separated him from them that the Satan pursued him, so, he has been with the strayers.

[8:2] The believers are only those – when has been mentioned God, has feared their hearts, and when has been recited His revelations to them, has increased them of faith (wa-idhaa tuliyat `alayhim `aayaatuhu zaadat’hum iimaanan), and upon their Lord they put trust.

[8:31] And when is recited our revelations to them (wa-idhaa tut’laa `alayhim aayaatunaa), they said: “Certainly, we have heard, and if we wish, we could have said like this. This is not but tales of the past!”

[10:15] And when is recited our clear revelations to them (wa-idhaa tut’laa `alayhim aayaatunaa bayyinaatin), said of those who do not hope meeting us: “Bring a Quran other than this or change it!” Say: “It is not for me that I can change it of my own accord, I do not follow except what is revealed to me. Indeed, I fear a punishment of a great Day if I have disobeyed my Lord!”

[10:16] Say: “If God had willed, I would not have recited it to you (law shaa-a allahu maa talawtuhu `alaykum), nor would you have known with it. Certainly, I have stayed among you for a long time of its before, then would you not think of?”

[10:61] And you cannot be in a situation nor can you recite from it of Quran (wa-maa takuunu fee shanin wa-laa-tatluu min’hu min qur’aanin) nor can you do any deed except we have been witnesses over you when you engage in it, nor can escape a weight of an atom from your Lord in the earth nor in the heavens, nor smaller than that nor greater except being in a clear record.

[10:71] And you shall recite news of Noah to them when he said to his people (wa-ut’lu `alayhim naba-a nuuhin idh qaala li’qawmihi), “My people, if it has made hard for you my presence and my reminding with God’s revelations, then on God I put trust. So gather your plan and your partners, then there may not be any doubt for you of your plan, then you shall carry on against me and you do not give me respite.”

[11:17] Is then he whoever has been with a clear proof from his Lord, and he recites it is a witness from Him (wa-yatluuhu shaheedan min’hu) and of its before a scripture of Moses a guide and a mercy? Those believe in it, and whoever disbelieves in it from the parties, then the Fire is his promised place. So you do not be in any doubt about it. It is the truth from your Lord, but most of the people do not believe.

[13:30] Thus that, we have sent you to a nation, certainly has passed away nations of its before that you may recite to them which we have revealed to you (li’tatluwaa `alayhimu alladhee wahaynaa ilayka); while they disbelieve in the Most Gracious. Say: “He is my Lord, there is no god except He. Upon Him I put trust and to Him is my return.”

[17:107] Say: “Believe in it or you do not believe in it. Those who have been given the knowledge of its before, when it is recited to them, they fall to their faces, are prostrating (idhaa tut’laa `alayhim yakhirruuna lil’adhqaani sujjadan).”

[18:27] And you shall recite what has been revealed to you of your Lord’s scripture (wa-ut’lu maa uuhiya ilayka min kitaabi rabbika), there is no changing for His words, and you will never find any refuge other than Him.

[18:83] And they ask you about Zul Qarnain. Say: “I will recite for you a reminder about him (sa’atluu `alaykum min’hu dhik’ran).”

[19:58] Those are the ones whom God has bestowed favor upon them of the prophets from offspring of Adam, and of whom we have carried with Noah, and from offspring of Abraham and Israel, and of whom we have guided and have chosen. When is recited to them revelations of the Gracious (idhaa tut’laa `alayhim `aayaatu al-rahmaani), they have fallen, are prostrating and weeping.

[19:73] And when is recited our clear revelations to them (wa-idhaa tut’laa `alayhim `aayaatunaa bayyinaatin), has said those who have disbelieved to those who have believed: “Which of the two groups is better in position as well as better in number?”

[22:72] And when is recited our clear revelations to them (wa-idhaa tut’laa `alayhim `aayaatunaa bayyanaatin), you can recognize the denial on faces of those who have disbelieved. They almost attack of those who recite our revelations to them (yakaaduuna yastuuna bi-alladheena yatluuna `alayhim aayaatinaa). Say: “Should I then inform you of what is worse than that? The Fire, God has promised it for those who have disbelieved, and it has been miserable is the destination.”

[23:66] Certainly, it has been, is recited My revelations to you (qad kaanat aayaati tut’laa `alaykum), while you have been on your heels to turn back.

[23:105]Are not My revelations, is recited to you (a’lam takun aayaati tut’laa `alaykum), then you have done to deny with them?”

[26:69] And you shall recite to them news of Abraham (wa-tut’lu `alayhim naba-a ib’raheema).

[27:92]And that I recite the Quran (wa-an atluwaa al-qur’aana).” So whoever has accepted guidance, then he only accepts guidance for himself, and whoever has gone astray, then say: “I am only one of the warners.”

[28:3] We recite to you from news of Moses and Pharaoh with the truth for a people who believe (natluu `alayka min naba-i muusaa wa-fir`awna bil-haqqi liqawmi yu’minuuna).

[28:45] But we have raised generations, so has prolonged for them the life. And you have not been a dweller among people of Madyan, reciting our revelations to them (wa-maa kunta thaawiyan fee ahli madyana tat’luu `alayhim aayaatinaa). But we have been of senders.

[28:53] And when is recited to them (wa-idhaa yut’laa `alayhim), they have said: “We have believed in it. It is the truth from our Lord. Indeed, we have been submitters of its before.”

[28:59] And your Lord has not been a destroyer of the towns until He raises a messenger in their mother (town) recites our revelations to them (hattaa yab`atha fee ummihaa rasuulan yatluu `alayhim aayaatinaa). And we have not been destroyers of the towns except while their people are wicked.

[29:45] You shall recite which has been revealed to you of the scripture (ut’lu maa uuhiya ilayka mina al-kitaabi), and shall establish the Contact Prayer. Indeed, the Contact Prayer prevents from the evil behavior and the evil deeds; and surely, God’s remembrance is the great, while God knows what you (all) do.

[29:51] And does it not suffice them that we have revealed through you the scripture, is recited to them (a-wa-law yakfihim annaa anzalnaa `alayka al-kitaabi yut’laa `alayhim)? Indeed, In that there is certainly, mercy and reminder for a people who believe.

[31:7] And when is recited our revelations to him (wa-idhaa tut’laa `alayhim `aayaatunaa), he has turned away, is an arrogant as if he does not hear them, as if in his ears there is a deafness. So, you shall give him of a painful punishment.

[33:34] And you shall pay attention to what is recited in your homes of God’s revelations and the wisdom (wa-udh’kur’na maa ut’laa fee buyuutikunna min `aayaati allahi wal-hikmati). Indeed, God has been Sublime, Cognizant.

[34:43] And when is recited our clear revelations to them (wa-idhaa tut’laa `alayhim `aayaatunaa bayyinaatin), they said: “This is not but a man who wishes that he prevents you from what has done our parents to worship.” And they said: “This is not but a fabricated lie.” And said those who have disbelieved to the truth when it has come to them: “This is not but a clear magic!”

[35:29] Indeed, those who recite God’s scripture (inna alladheena yatluuna kitaaba allahi), and have established the Contact Prayer and have spent secretly and openly from what we have provided them, hope for a commerce will never lose.

[39:71] And has been driven those who have disbelieved to Hell in groups until when they have reached it, has been opened its gates, and said its guards to them: “Does not come to you messengers from among you, recite your Lord’s revelations to you (a’lam yatikum rusulun minkum yatluuna `alaykum aayaati rabbikum), and warn you about this meeting of your day?” They have said: “Yes, but has been justified a word of the punishment upon the disbelievers.”

[45:6] That is of God’s signs we recite them to you with the truth (tilka aayaatu allahi natluuhaa `alayka bil-haqqi). Then, in which hadith after God and His revelations do they believe?

[45:8] He hears God’s revelations is recited to him (yasma`u aayaati allahi tut’laa `alayhi), then he persists being arrogant, as if he does not  hear them. So give him news of a painful punishment.

[45:25] And when is recited our clear revelations to them (wa-idhaa tut’laa `alayhim aayaatunaa bayyinaatin), has not made their argument except that they said: “Bring out of our forefathers if you have been truthful ones.”

[45:31] And as for those who have disbelieved: “Is not then recited My revelations to you (a’fa-lam takun aayaati tut’laa `alaykum), while you have been proud and have been a criminal people?”

[46:7] And when is recited our clear revelations to them (wa-idhaa tut’laa `alayhim aayaatunaa), said those who have disbelieved to the truth when it has come to them: “This is clear magic.”

[62:2] He is the One who has raised among the gentiles a messenger from them recites His revelations to them (huwa alladhee ba`atha fee ummiyeena rasuulan min’hum yat’luu `alayhim aayaatihi), and purifies them, and teaches them the scripture and wisdom, even though they have been before certainly in far astray.

[65:11] A messenger (message) recites God’s revelations to you is clear (rasuulan yatluu `alaykum aayaati allahi mubayyinaatin) that it may bring those who have believed and have done the righteous deeds out of the darkness into the light. And whoever believes in God and does as righteous, He will admit him into gardens, flowing the rivers of their underneath, is abiding therein forever. Certainly, God has made good provision for him.

[68:15] When is recited our revelations to him (idhaa tut’laa `alayhi aayaatunaa), he said: “Tales of the past.”

[83:13] When is recited our revelations to him (idhaa tut’laa `alayhi aayaatunaa), he said: “Tales of the past.”

[91:2] And the moon when has followed it (sun) (wal-qamari idhaa talaahaa).

[98:2] A messenger (angel) from God recites purified pages (rasuulan mina allahi yatluu suhufan mutahharatan).

From the review of instances of talaa, there may be a great teaching for us when we are in the planetary pandemic reflecting to that we cannot be in a situation without witnessing of God and He has not been destroyer of any towns until raising in it a messenger recites His revelations but its people are wicked.
